The Governor of Bank Indonesia, Darmin Nasution, witnessed by the Governor of East Jawa, Soekarwo, the Chairman of Asbanda and Chairman of DPP Perbarindo, launched the Generic BPR Apex Model book and BPR Business Model book on Monday 5th December 2011 in Jakarta. "These books are launched as a reference for the general public and banking community in setting up and enhancing the services offered by rural banks. The Generic BPR Apex Model book contains general guidelines to initiate the establishment and operational implementation of a rural Apex bank. Meanwhile, the BPR Business Model book contains guidelines for managing a sound and sustainable rural bank," Darmin Nasution was quoted as in his speech.
In the preliminary stage, the Generic BPR Apex Model is a guide to establish and implement a rural Apex bank for regional banks (BPD) acting as Apex banks. This represents a follow-up measure to the announcement of the BPD Regional Champion program on 21st December 2010. The role of BPD is continuously expanding as an agent of regional development. In the next edition, the possibility of commercial banks other than BPD acting as Apex banks will be assessed. "The presence of Apex banks is a form of ideal synergy to jointly serve MSME, thereby minimising unhealthy business competition between commercial banks and rural banks," added Darmin.
The BPR Business Model book is published after five years of in-depth observation and learning about rural banks in Indonesia. Bank Indonesia considers the presence of rural banks beneficial in terms of overcoming the binding financial and economic constraints faced. The resilience of rural banks in confronting the challenges of this era is supported by a number of aspects that guide the future realisation of ideal rural banks. These aspects include (i) ownership, (ii) financial performance and capital, (iii) location and operational area, (iv) business strategy, management and HR policy, as well as (v) relationship with the local community. The guidelines also include a message about professionalism and integrity because how can a rural bank expect to win the hearts of the local community if it is not managed by a credible management team?
Based on available data, there are currently 1,683 rural banks with an office network of 4,122 branches. Total assets is October amounted to Rp53.53 trillion, credit totalled Rp40.26 trillion and deposits Rp36.46 trillion.
